Portland's reroofing rule is simpler than most pages make it sound, and the age of the house matters more to the bid than the address does.
Roofing in Portland, Oregon: what is different here?
Roofing in Portland, Oregon comes with one rule that surprises people and one condition that changes bids.
The rule. The City does not require a building permit to reroof a house with material of similar weight. That includes replacing some or all of the sheathing. Three cases do need a permit: a roof in one of the City’s Wildfire Zones, a townhouse, and building-integrated solar roofing. The Wildfire Zones exist to restrict which roofing materials can be used, so if you are near a wooded hillside, ask the City whether a zone covers your address before choosing a material.
No permit does not mean no rules. The work still has to meet the residential code and the manufacturer’s instructions, and the roofer still has to hold an active CCB license.
The condition. Portland has a great many houses built before plywood was standard. Some were roofed in wood shakes or shingles over spaced boards, and some have been recovered instead of torn off. When one of those is finally stripped, the job includes new solid sheathing over the whole roof and more layers to haul away. That is deck work, and it should be a separate line on the bid. Hills, trees and ice
The January 2024 ice storm left up to two inches of ice in the West Hills, according to the National Weather Service. Ice that heavy breaks limbs, and limbs break roofs. After an event like that, look for missing shingles and for any new dip in the roofline.
Shaded roofs under fir and maple also grow moss. Oregon State University Extension notes that moss holds water and can lift shingle edges, which wears a roof faster. This site does not arrange moss removal, but a roofer who inspects for repair can tell you what the moss has done.
